Here is an article from the RT-D about VDOT making maintenance cutbacks due to overspending by $40 Million on maintenance activities in the last 7 months.

As a result, VDOT will cut back on cutting the grass and other road maintenance activities. In previous years we have saw VDOT do similar tasks after very harsh Winters. However, this Winter had been pretty mild so far with no hugely significant snow/ice events.

Therefore, I think the management of money at VDOT needs to be looked at again. Or could it be that Tim Kaine is “making” a transportation crisis?
